Aligned with the State Government’s vision to advance e-Governance and enhance individual capacity, the Post Graduate Diploma in e-Governance (PGDeG) was launched as a flagship programme by the Indian Institute of Information Technology and Management – Kerala (IIITM-K), which has since been upgraded to the Kerala University of Digital Sciences, Innovation and Technology (Digital University Kerala). This specialised programme is designed to equip government employees, public sector professionals, and IT service providers with the knowledge and competencies necessary to effectively conceptualise, manage, and implement e-Governance initiatives.

Emphasising the integration of leadership, technology, and management, PGDeG aims to develop a skilled cadre of professionals capable of leading digital transformation in governance. With eleven successful batches completed, the programme is now conducted under the auspices of Digital University Kerala, with certification conferred by the University. PGDeG continues to serve as a cornerstone initiative in addressing the critical need for capacity building in the domain of e-Governance.

Number of Seats: 40 nos.

  • Government Officials (15 seats): Selection will be carried out by the Kerala State IT Mission from among eligible officers serving in various departments of the Government of Kerala.
  • Officials from Autonomous Institutions, Boards, Corporations, Universities, and Public Sector Undertakings under the Government of Kerala (15 seats): Candidates from these organizations will be selected by the Kerala State IT Mission.
  • Open Category (10 seats): Selection will be based on merit. Applicants belonging to SC/ST communities will be eligible for reservation benefits as per prevailing Government norms.

Notification for PGDeG 2025-26.

  • Applications are invited for admission to the Post Graduate Diploma in e-Governance (PGDeG) 2025-26 offered by the Digital University Kerala (DUK)
  • While submitting your online application through the DUK Application Portal, it is mandatory to upload the following documents under the “Documents Upload” section. Please ensure all documents are clear, legible, and in the prescribed formats:

        Mandatory Documents to be Uploaded:

    1. Recent Photograph (JPEG format)
    2. Signature (JPEG format)
    3. Copy of ID proof (to serve as proof of age)
    4. Degree Certificate and Mark list of all qualifications
    5. Copy of your office ID card (Not applicable for Open Category candidates)
    6. No Objection Certificate (NOC) from your Head of Department (Not applicable for Open Category candidates)
    7. Deployment Plan approved by your Head of Department (Not applicable for Open Category candidates)
    8. Selection Criteria approved by your Head of Department (Not applicable for Open Category candidates)
  • Please note: The above documents must be uploaded at the time of application. Incomplete applications or missing documents may result in rejection.
  • A standard format for the NOC, Deployment Plan, and Selection Criteria is attached with this notification. You are required to download and fill in this format, get it duly signed and sealed by the appropriate authority, and upload it as part of your application.

Entry-level requirement for the programme is a Bachelor’s degree in any discipline with working knowledge of computer systems. Diploma / Certification in computer application will be an added advantage. Preference will be given to B.Tech / MBA / MCA degree holders.

• Generating human resources with the right skills, knowledge, and aptitude and leadership qualities for effective implementation of e-Governance Projects.
• Conceptualization of ideas and development of service delivery models for improving the quality of service to citizen.
• To broaden the scope of e-Governance in the State through various sectors and services.
• To enhance the effectiveness of the e-Governance programmes by integrating state-of the- art technologies and management.

  • Curriculum is designed carefully by eminent academicians, senior officials from Government and IT industry, covering basic and advanced levels of relevant fields.
  •  Faculty members are drawn from leading organizations and academic institutions, who are experts in the subject.
  • Study tours for the participants to familiarize with e-Governance projects in other states.
  • Live Exposure to Core IT Infrastructure and Mission Mode Projects
  • Hands on experience on designing and procurement of e-Governance projects through the State Nodal Agency – Kerala State IT Mission.
  • Hands on experience on department demand mapping to Startups
  • Participants have to develop Case studies in e-Governance
  • Supported with Learning Management System, Digital Library, Multimedia based video lectures, and other collaboration tools to enhance the quality of teaching and learning.
  • Students are provided with 24 x 7 lab with high-end network infrastructure, high speed internet bandwidth and quality software services
  • Wi-Fi campus with high-end computing infrastructure.

Governments at the Central and State levels are on the processes of planning and implementing Digital Transformation projects. Indian IT Industry plays a major role in consulting and implementation of these projects. The candidates with knowledge and skill sets in e-Governance could find promising opportunities in Industry and Implementation Agencies.

Kerala Government Departments

  • Kerala Government Departments can nominate maximum three candidates to the Director Kerala State IT Mission
  • The age limit will be 45 years as on 1st January 2025.
  • Departmental Candidates are first shortlisted based on their profiles and final selection is made through test and interview.
  • The department shall forward the NOC for deputation for one year.

Sponsored Category

Central Government, other State Governments and Private Organizations could sponsor their employees through proper channel directly to the Digital University Campus.

Open Category

Eligible candidates from the open category are selected through a competitive entrance examination followed by an interview.

  • Kerala Government and Board, PSUs, Autonomous Bodies Employees as per Circular

  • Open, Sponsored by Industry and other State Government candidates: Rs. 1,00,000/-

  • Hostel and Mess Fee same as M Tech / MSc Programmes

e-Governance Initiatives at DIGITAL UNIVERSITY KERALA

DUK has conceptualized, designed and implemented various e-Governance projects for State and Central Government organizations. State Planning Board, Agriculture, Animal Husbandry departments, ICAR, Land Use Board, Rubber Board are some of the government projects implemented by DUK. DUK also provides consultancy services to various government departments.

Faculty

All the core and visiting faculty members of the programme have been carefully chosen from Academia, Industry and the Government based on their relevant experience, commitment and instructional ability so that the students are exposed to the best learning environment. Besides this, the Institute has several competent senior academic and technical staff with considerable experience in the design, development and management of ICT and e-Governance projects also supports the academic and training programmes.
