Aligned with the State Government’s vision to advance e-Governance and enhance individual capacity, the Post Graduate Diploma in e-Governance (PGDeG) was launched as a flagship programme by the Indian Institute of Information Technology and Management – Kerala (IIITM-K), which has since been upgraded to the Kerala University of Digital Sciences, Innovation and Technology (Digital University Kerala). This specialised programme is designed to equip government employees, public sector professionals, and IT service providers with the knowledge and competencies necessary to effectively conceptualise, manage, and implement e-Governance initiatives.
Emphasising the integration of leadership, technology, and management, PGDeG aims to develop a skilled cadre of professionals capable of leading digital transformation in governance. The programme is now conducted under the auspices of Digital University Kerala, with PG certification conferred by the University. PGDeG continues to serve as a cornerstone initiative in addressing the critical need for capacity building in the domain of e-Governance.
The programme has now been extended to include the Open Category candidates. For these candidates, the programme serves as a professional gateway, transforming standard IT or Management degrees into a specialised toolkit for the rapidly growing public-sector technology oppertunities.
All the core and visiting faculty members of the programme have been carefully chosen from Academia, Industry and the Government based on their relevant experience, commitment and instructional ability so that the students are exposed to the best learning environment. Besides this, the University has several competent senior academic and technical staff with considerable experience in the design, development and management of ICT and e-Governance projects, and also supports the academic and training programmes.
Admission to the PGDeG program is open to candidates under the following two categories:
- Government Category (Deputed Officials)
- Employment Status: Must be an officer currently working in a Government Department, Board, PSU or Autonomous Body.
- Age Limit: As mentioned in the Government Circular inviting admission for the current year.
- Educational Qualifications: Bachelor’s Degree in any discipline with working knowledge of computers. BSc (Computer Science / IT), BCA, Diploma/
Certification in Computer Application will be an added advantage. Preference will be given to B. Tech / MBA / MCA / M.Sc. (Computer Science / IT) Degree holders.
Nomination & Application Requirements: The application process is strictly regulated by departmental quotas and specific documentation:
- Departmental Quota: Each department/entity can nominate a maximum of 3 officers. Nominations exceeding this limit will not be considered under any circumstances.
- Mandatory NOC & Deployment Plan: Candidates must upload a signed No Objection Certificate (NOC) from their Head of Department. The NOC must include:
- The criteria adopted by the department for selecting the candidate.
- A Deployment Plan detailing how the officer will be positioned, utilized, or what role/project they will be assigned upon successful completion.
- Formal consent that the employee will be deputed for one year for the course.
- Irrevocability: The candidature of an employee to whom the NOC is issued cannot be withdrawn subsequently.
Key Preferences:
- Virtual IT Cadre: Priority will be given to members of the Virtual IT Cadre.
- Digital Initiatives: Preference is given to officials from departments where more e-Governance initiatives are being effectively implemented or are planned.
- Admission Cap: If more than two candidates from the same department appear on the merit list, a maximum of two candidates shall be granted admission.
- Open Candidates
This category is for Open Candidates.
Eligibility: Individuals from the private sector or recent graduates/post-graduates. Preference will be given to possessing a Professional Degree in Engineering / Computer Science / IT / Management.
Selection Criteria: Open candidates must qualify for admission to the programme through a merit-based test and interview process conducted by the university.
- Government Category (Deputed Officials)
The course provides a comprehensive foundation for a career in the rapidly expanding digital governance sector, focusing on the practical application of technology in the public domain. Opens up specialised roles in digital transformation, particularly within government departments, public sector undertakings (PSUs), and autonomous bodies. The participants are prepared for roles managing, implementing, and supporting
e-governance projects, digital services, and other IT initiatives.
- Open Category
As governments at both the Central and State levels accelerate their Digital Transformation agendas, the Indian IT industry has become a primary driver in the consulting and implementation of these large-scale projects. This evolution has created a significant demand for professionals who possess a specialised blend of technical expertise and administrative insight.
The PGDeG program provides a distinct competitive edge for private-sector professionals and graduates aiming to enter this landscape. As government departments and implementation agencies increasingly open specialised roles to external candidates, this qualification serves as formal validation of an individual’s ability to navigate the complex intersection of technology and public policy. - Government Category (Deputed Officials)
The course fee for Government employees is Rs. 75,000/- (Rupees Seventy-Five Thousand Only), which will be shared in the ratio 90:10 between Government and Officials deputed respectively. The course fee for employees from Board / PSUs / Autonomous bodies, etc., is Rs. 80,000/- (Rupees Eighty Thousand Only), which will be shared in the ratio 75:25 between the respective Organization and the Official deputed.
- Open Category
The total course fee for Open Candidates is Rs. 1,00,000/- (Rupees One Lakh Only).
- Government Category (Deputed Officials)
Before applying online, candidates must obtain a formal No Objection Certificate (NOC) (format available on the website) from their Head of Department. Once the NOC is obtained, visit the official admission portal at https://duk.ac.in/admission/apply/ to fill in the required personal and professional details. During the application process, the applicant must upload digital copies of their Proof of Age, Educational Qualifications, and the signed NOC, which includes the mandatory Deployment Plan.

Syllabus for the Examination
The Entrance Examination for the PGDeG Programme consists of an Online test followed by an interview. The assessment is designed to evaluate both technical proficiency and administrative aptitude across the following domains:
- Information Technology Core: Covering fundamental computer operations, Operating Systems (OS), the Software Development Life Cycle (SDLC), and Cybersecurity.
- e-Governance and Policy: Focusing on the Government’s IT Policy, the IT Act and associated Rules, and digital transformation in government processes.
- General Aptitude and Reasoning: Testing quantitative ability, logical reasoning, and general mental aptitude.
All other terms and conditions shall be governed by the provisions outlined in the official admission circular, as updated from time to time.
